Utah Health Benefit Plan Credit
The Utah Health Benefit Plan Credit is a nonapportionable, nonrefundable credit available to individuals who paid for health benefit plans and have certain federal tax credit repayments or net premium tax credits from their federal return. This credit is designed to provide relief for Utah taxpayers who have incurred health insurance costs and have federal advance premium tax credit (APTC) activity.
How to Calculate the Credit
Follow these steps to calculate your Utah Health Benefit Plan Credit:
- Line 1: Enter the amount paid for your health benefit plan in 2025.
- Line 2: Enter your excess advance premium tax credit repayment from your 2024 federal Form 1040, Schedule 2, line 2.
- Line 3: Add Line 1 and Line 2.
- Line 4: Enter your net premium tax credit from your 2024 federal Form 1040, Schedule 3, line 9.
- Line 5: Subtract Line 4 from Line 3.
- Line 6: Enter the excluded amount (as specified in the instructions).
- Line 7: Subtract Line 6 from Line 5. If the result is less than zero, enter “0”.
Enter the final amount (Line 7) on Form TC-40A, Part 3, using code 23.
Important Notes
- You may only claim this credit if you claimed the Health Benefit Credit on your 2024 federal return.
- You cannot carry forward or back any credit that exceeds your tax liability.
Claiming the Credit in OLT Software
To claim the Health Benefit Plan Credit using OLT (Online Taxes) software:
- From within your tax return, click on "State" in the left menu (or tap the three dots on mobile).
- Select "Start or Revisit Utah State."
- Under the "Credits" section, click "Start or Revisit" near "Apportionable Nonrefundable Credits."
- Follow the on-screen instructions to enter your information.
