Arizona offers several tax credits for charitable contributions, primarily through specific forms designed for individuals and corporations. These credits are nonrefundable and require proper documentation and form completion to claim.

Individual Contributions to Qualifying Charitable Organizations (QCO)

Individuals may claim a nonrefundable tax credit for cash contributions made to qualifying charitable organizations (QCOs) that provide services to Arizona residents who are low-income, receive Temporary Assistance for Needy Families (TANF), or have a chronic illness or physical disability. Qualifying services generally include basic needs such as food, clothing, shelter, medical care, transportation, job training, job placement, and related support services provided in Arizona.

To claim this credit, taxpayers must complete Arizona Form 321. If required by the filing instructions, Arizona Form 301 (Nonrefundable Individual Tax Credits and Recapture) is also used to summarize applicable nonrefundable credits. Contributions must be made to organizations certified by the Arizona Department of Revenue for the applicable tax year, and taxpayers must retain required documentation.

Contributions to Qualifying Foster Care Charitable Organizations (QFCO)

A separate nonrefundable credit is available for cash contributions made to qualifying foster care charitable organizations (QFCOs). Taxpayers must use Arizona Form 352 to claim this credit. Contributions eligible for the QFCO credit may not also be claimed under the QCO credit on Form 321.

Corporate Contributions to Private School Tuition Organizations (STO)

Corporations and certain pass-through entities may claim a nonrefundable credit for qualifying contributions made to certified Private School Tuition Organizations (STOs) that award scholarships or grants to eligible students, including students with disabilities or displaced students.

This credit is subject to Arizona statutory limits and allocation procedures administered by the Arizona Department of Revenue. STOs must be certified, and contributions must be made in accordance with the Department’s allocation approval process. Contributions may not be designated for the direct benefit of a specific student.

Eligible taxpayers must complete Arizona Form 341 to claim the credit. Corporate taxpayers generally report this credit on Arizona Form 300, which is used to summarize nonrefundable corporate tax credits.

Key Administrative Rules

  • Arizona charitable contribution credits are nonrefundable and limited to tax liability.
  • Certain credits may be carried forward if not fully used, depending on statutory provisions.
  • A taxpayer may not claim both a credit and a double benefit for the same contribution where prohibited by Arizona law.
  • Taxpayers must follow the applicable Arizona Department of Revenue instructions for certification, documentation, and filing requirements.
