The Premium Tax Credit (PTC) is a tax credit available to individuals and families who enroll in a qualified health plan through the Health Insurance Marketplace. It helps reduce the cost of health insurance premiums by lowering the amount of tax owed, providing a refund, or increasing an existing refund. To claim the PTC, you must file Form 8962 with your tax return.
How the Premium Tax Credit Is Figured
- Eligibility and Calculation Basis: The PTC is based on your household income, the number of people in your tax family (including yourself, your spouse, and dependents), and the cost of the second-lowest-cost silver plan (SLCSP) available in your area. The credit is designed to ensure that premiums do not exceed a certain percentage of your household income, based on your income level relative to the federal poverty line.
- Advance Payment of the Premium Tax Credit (APTC): During the year, the Marketplace may pay part or all of your premiums directly to your insurance provider through APTC. This is based on an estimate of your income and household size at the time of enrollment. You must reconcile this APTC with your actual PTC when filing Form 8962.
- Reconciliation Process: If the APTC paid during the year is more than your actual PTC (based on actual income and family size), you may have to repay the excess, subject to repayment limits. If the APTC is less than your actual PTC, you can claim the difference as a credit on your tax return, which reduces your tax liability or increases your refund.
- Changes in Circumstances: If your income or household size changes during the year and you do not report it to the Marketplace, the APTC paid may differ significantly from your actual PTC. You must report such changes to avoid discrepancies when reconciling on Form 8962.
- Form 1095-A: You need Form 1095-A from the Marketplace to complete Form 8962. This form provides details about your coverage, premiums, and APTC amounts. If you receive a corrected or voided Form 1095-A, use only the corrected version or disregard the voided one.
- Deductions for Premiums: You cannot deduct health insurance premiums paid for by the PTC or APTC. If you are claiming medical expenses as an itemized deduction, refer to Publication 502. For self-employed individuals, see Publication 974 for health insurance deduction rules.
