M1RAIL - Schedule RAIL, Short Line Railroad Infrastructure Modernization Credit

The Short Line Railroad Infrastructure Modernization Credit, commonly referred to as M1RAIL, is a Minnesota-specific tax credit designed to support Class II and Class III railroads in modernizing their infrastructure. This credit is available to taxpayers who have received a certificate from the Minnesota Department of Transportation (MnDOT) for qualifying railroad infrastructure projects.

Who is Eligible?

  • Taxpayers classified as Class II or Class III railroads.
  • Must have received a certificate from MnDOT for qualified railroad reconstruction or replacement expenditures.

How to Claim the Credit

To claim the Short Line Railroad Infrastructure Modernization Credit, you must complete Schedule RAIL. This form is used to transfer the credit amount to your Minnesota state tax return. The credit is not automatically transferred if it is not included on the certificate issued by MnDOT.

On Schedule RAIL, you will need to provide:

  • Certificate number(s) received from MnDOT (Line 1).
  • Amount of credit granted (Line 2).
  • Amount of credit already claimed (Line 3).

The resulting credit amount (Line 4) is then transferred to the appropriate line on your Minnesota tax return based on your taxpayer classification:

  • C Corporation: Form M4T, line 22
  • S Corporation: Form M8, line 11
  • Partnership: Form M3, line 10
  • Sole Proprietor: Schedule M1C, line 14
  • Fiduciary: Form M2, line 20
  • Tax-exempt organization: Form M4NPI, line 4e

Reporting on Schedule M1C

If you are a sole proprietor, the credit amount from Schedule RAIL is reported on Line 14 of Schedule M1C (Nonrefundable Credits). You may also include amounts reported on other schedules such as Schedule KS, KPI, or KF. If you are a part-year or nonresident of Minnesota, you must adjust the credit amount by multiplying it by your percentage of income taxable to Minnesota (Line 30 of Schedule MINR).

  • Track-related structures

  1. From within your tax return (Online), click on "State" in the left menu.
  2. Select "Start or Revisit Minnesota State."
  3. Under the "Credits" section, click "Start or Revisit" near M1RAIL - Short Line Railroad Infrastructure Modernization Credit.
  4. Follow the on-screen instructions to complete the form.

Note: The credit is non-refundable and must be claimed in the year it is granted. Unused credit from prior years may be claimed on your current return (Line F on Schedule M1C).
