Minnesota Refund of Campaign Contributions
Minnesota offers a refund program for individuals who made political contributions to candidates for state offices or to state political parties. This refund is available for contributions made between January 1, 2025, and December 31, 2025. The refund is processed through Form PCR, the Political Contribution Refund Application.
Eligible Contributions
- Contributions to candidates for Minnesota state offices, including:
- Minnesota House of Representatives
- Minnesota State Senate
- Governor and Lieutenant Governor of Minnesota
- Attorney General of Minnesota
- Secretary of State of Minnesota
- Minnesota State Auditor
- Contributions to state political parties, including:
- Democratic-Farmer-Labor Party
- Republican Party of Minnesota
- Grassroots-Legalize Cannabis Party
- Legal Marijuana Now Party
- Libertarian Party of Minnesota
- Precinct, city, county, congressional, or legislative district units of the above parties
Refund Conditions
- Contributions must be made between January 1, 2025, and December 31, 2025.
- Contributions must be to candidates who have signed an agreement with the Minnesota Campaign Finance and Public Disclosure Board to observe the state campaign spending limit law.
- Applicants must include a copy of the official receipt (Form EP-3, Minnesota Political Contribution Receipt) for each contribution.
- The application (Form PCR) must be mailed no later than April 15, 2026, to the Minnesota Department of Revenue.
How to Apply
To claim your refund, complete Form PCR and include copies of all official receipts (Form EP-3) for your contributions. Mail the completed form and receipts to:

Additional Information
- You may designate $5 to go to the State Elections Campaign Fund if you did not do so on your original tax return.
- If you are filing a joint return, your spouse may also designate a party for the $5 contribution.
