Eligibility for the Premium Tax Credit (PTC) is determined on a month-by-month basis. You are eligible for the credit for a month if you are enrolled in a qualified health plan through the Marketplace for at least one day of that month and meet all other eligibility requirements for that month.

There is no requirement that enrollment begin on the first day of the month in order to be eligible for the PTC for that month.

Exceptions for Mid-Month Enrollment

  • If your Marketplace coverage is effective any day during a month, you are treated as enrolled for that month
  • You may receive the monthly premium tax credit for that month, provided all other eligibility rules are satisfied
  • Coverage does not need to begin on the first day of the month.

Special Enrollment Timing Situations

Certain events may determine the effective date of Marketplace coverage, including:

  • Birth, adoption, or placement for adoption or foster care
    • Coverage may be effective on the date of the event
  • Certain court orders or eligibility determinations
    • Coverage may begin on the date specified under Marketplace enrollment rules

These rules apply to when coverage begins, not to whether PTC is allowed for a month (which is based on enrollment during the month).

Eligibility Requirements for PTC

To qualify for the Premium Tax Credit, you must:

  • Have at least one household member enrolled in a qualified health plan through the Marketplace for at least one day of the month
  • Not be eligible for other minimum essential coverage (MEC) (such as affordable employer coverage, Medicare, or Medicaid, with certain exceptions)
  • Have household income generally between 100% and 400% of the federal poverty line, unless a statutory exception applies
  • File a federal income tax return and be an applicable taxpayer (and not be claimed as a dependent by another taxpayer)

Premium Payment and Reconciliation

  • You do not need to prepay premiums by the tax return due date to qualify for the PTC
  • Eligibility is determined based on actual enrollment and household circumstances during each month
  • Any advance payments (APTC) are reconciled with the actual credit using Form 8962.
