Rhode Island Individual Health Insurance Mandate
The State of Rhode Island requires residents to maintain minimum essential health coverage or face a penalty under the Individual Health Insurance Mandate. This mandate is part of the state’s effort to ensure broad access to healthcare and is administered by the Rhode Island Division of Taxation.
Who Must Comply?
Full-year residents of Rhode Island are required to maintain minimum essential health coverage for each month of the year. Nonresidents and part-year residents are exempt from this requirement.
How to Report Compliance
Individuals must complete Form IND-HEALTH to report their health coverage status. For each household member, you must enter:
- Name and Social Security Number
- Exemption code for each month (if applicable)
- Exemption number(s) if qualified through HealthSource RI
If you do not have minimum essential coverage, you may be subject to the Individual Mandate Penalty. This penalty is calculated using the Shared Responsibility Worksheet, which is included in the RI-1040 Resident booklet (pages 7 and 8).
Exemptions
Exemptions from the mandate may be available for individuals who:
- Cannot afford coverage
- Are experiencing a hardship
- Are part of a religious sect that opposes insurance
- Have other qualifying reasons (as defined by state regulations)
Exemption codes must be entered on Form IND-HEALTH for each month the exemption applies.
Filing Instructions
Form IND-HEALTH is typically filed with your Rhode Island state tax return. If you are using OLT (Online Taxes) software, you can add Form IND-HEALTH by navigating to the State section and following on-screen prompts.
